Word-of-mouth marketing, or marketing via recommendations from other people, is highly effective, not just for selling products, but also for recruiting affiliates and forming new relationships.
You can recruit new affiliates via this method as well. Just ask your current affiliates to spread the word about your affiliate program and its benefits. Of course, it helps if you are running an affiliate program that helps its affiliates learn and apply new affiliate marketing techniques, and in general, has a good overall reputation.
It also helps to add an added incentive for promoting your affiliate program to other affiliates - by giving them a bonus for each new affiliate they bring into the affiliate program, etc.
By having your own affiliates promote your affiliate program to other affiliates that they know, they will essentially be vouching for the quality and reputation of your affiliate program as being a good one to work for, which will entice the new affiliates to join your affiliate program. After all, your affiliates are not likely going to promote your affiliate program if they haven’t found it to be worthwhile to promote and work for, as this would damage their own reputations, something they likely wouldn’t do.
